WinXP Home Taskbar "Notification Area" inaccessible

My Notification area on the Taskbar isn't visible unless I left-click on the
top of the Taskbar border.Then the double ended arrow is visible (but I
can't expand the Taskbar) and the Notification area icons are visible but I
can't use them. As soon as I move the mouse from the Taskbar border the
Icons disappear.
How can I restore the settings?
I tried running Kelly's Restore Taskbar Registry Edit but it didn't make any
difference.(http://www.kellys-korner-xp.com/regs_edits/nodesktop.reg)

Any suggestions?

Right click on task bar when visible
Select Properties
Uncheck the "Auto hide the taskbar"
Uncheck the "Hide Inactive Icons"
Press OK
