Win XP dialup unable to ping or surf the web (acting offline)

What Happens:
Dialup account dials, verifies username and password,
and connects without a hitch.
Neither IE6 or ping command work.
IE claims page cannot be found.
Ping is unable to resolve host.(errors instantly, no wait)

What Has Been done so far: -did it work?
1. System Restore to yesterday -(nope)
2. Ran Command: sfc /scannow -(nope)
3. Ran Command: Regsvr32(Filename.dll) to -(nope)
browseui.dll
msjava.dll
urlmon.dll
shdocvw.dll
mshtml.dll
jscript.dll
SOFTPUB.DLL
WINTRUST.DLL
INITPKI.DLL
dssenh.dll
rsaenh.dll
gpkcsp.dll
sccbase.dll
slbcsp.dll
Cryptdlg.dll

I am all out of ideas. I really DON'T WANT to RELOAD.

*I wonder if there is a way to reset dialup networking.*

any ideas would be very helpful

Update: I forgot to include one important factor!
THIS ALL HAPPENED AFTER I INSTALLED AT&T GLOBAL DIALER
