Hotfix ain't so hot

after instaling SP2 ( I am on high speed cable) I keep getting error page
cannot be displayed, or limited connection.
I ran sfc /scannow.
I ran
regsvr32 softpub.dll and netsh int ip reset c:\resetlog.txt
I re registered list of dlls
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
I ran across a hotfix from microsoft link
http://support.microsoft.com/?kbid=884020 studies found it was also affecting
computers not in loopback.every time I attempt to install about 2/3 way
through I get error failed to migrate packages. Level 2 Microfoft tech (used
free chat support request) could not fix this situation. Any help would be
appreciated.

actual error says Failed to migrate dependent packages. I have even attempted
in safe mode and also by using start run type path name. Also another quandry
I have dual network connections icons in control panel. a cloned duplicate
that can not be deleted.
