I gave up waiting and installed Avant which is a shell for IE and has a
popup stopper, tabbed browsing and a lot more in a 1MB download.

I've used both and found Avant's pop-up blocker to be better than Google's.
I admit that Avant isn't for everyone but I find IE by itself to be lacking
after using Avant. YMMV
