Pop-up blocker won't stay enabled

Using XP home, SP, IE 6 - Upon most restarts, the pop-up blocker becomes
"turned off". This feature can be turned on OK (Tools|Pop-up blocker|Turn on
.. . . ) but our install does not routinely remember this setting. There are
no Google, or Yahoo, or other toolbars installed.

Is there some way I can get our system to remember that the pop-up blocker
is to be activated at all times?
