will not defragment .pst and archive files

Performance has dropped off a lot, lots of hard drive spinning. I decided to
defragment which I haven't done in a long time. My .pst file is really large
(>1G) and I've always suspected it as a culprit. When I defragment, the log
file tells me that outlook.pst and archive.pst can not be defragmented
despite numerous attempts (and they were not running at the time).

Is this usual?

A Gigabyte .Pst is susceptible to corruption. Your best option
would be to export or Archive some folders/content - perhaps by
year.

If your not inclined to do that you should do two things with the
..PST. First run the PST Scan/Repair tool (ScanPst.Exe) if the
tool doesn't detect any issues then compress the .PST from the
mail applet in Control Panel.

Years ago, we constantly had issues with Exchange .Pst's even
larger than what you describe. I was amazed at the % of those
mailboxes that was mostly Jokes & Cartoons.
