Wierd IE 6.1 problem

When installing IE 6.1 update from Microsoft , I receive message " The software you are installing has not passed windows logo testing to verify it compatability with Windows XP(pro). This software will not be installed. Please contact your system administrator" Any help would be appreciated

Check to see that your cryptographic service is running, go to Run >
and type services.msc.
