whyy does this happen to me???

what to do when you get this error:Windows successfully
loaded the device driver for this hardware but cannot
find the hardware device. (Code 41)
 
Are you sure the device is properly connected, if a hard drive, is also
properly jumpered? Also, are you sure the device itself is working properly
and not defective?
