why wont IE let me d/l any files?

im runnin win2000pro andjust the other day ago... we couldnt d/l anything
from tha web the d/l window gets stuck on "gettin file information" and then
a few seconds later "cannot d/l from this website it is unavailable or
*something else*" what happened and how do i fix it?

Maybe the provider is not functioning?
