Why do unassociated labels on TAB controls cause form to "blink"?

I have used unassiciated labels and boxes to "group" controls into categories
for data organizational purposes on the input forms I've created. The
unassiciated labels describe the category (For example: "Section 2: Services
Provided during treatment") of the data. This seems fine in design view, but
when I switch to form view and move the mouse over the unassiciated label,
the entire form "blinks" as I enter and again as I exit the label. Am I using
the wrong tool, or is there a workaround I can to to prevent this "blinking"
from happening?

It's a bug in Access 2003. Supposedly, Service Pack 3 for Office 2003 fixes
it:

SP3 seems to have solved the problem! Now I'll follow the rest of your
advice and install the updates to SP3. :)
