Unattached Label causes form to flash

Access 2003. On a tab control in a form, I have some labels that are not
attached to any control. Whenever the mouse moves into or out of one of
these labels, it causes the entire tab to flash (or blink?). Attached labels
work fine. What is causing this and how can I correct this?

Thank you. I was hoping there would be a better way than changing all the
labels to text boxes.
