Which is better to use RAW(no filesystem) or FAT32

I do not want to use ntfs because then I will not be able to use it on
other operating systems so which would be better to use RAW or FAT32 I
am using RAW right now for my ipod and I like it better than FAT32 but I
am also going to be storing files on to my ipod other than audio or
video files.

file structures ie NTFS do not change the program saved to them.
it is not necessary to have one file structure for all devices, some will
not accept NTFS.
I don't understand what it is your trying to do, with regard to your
objection to NTFS
Transferring files from one system to another does not depend on file
structure
you can easily use NTFS and still read RAW and Fat32 down to FAT.

NTFS.

The "other" systems are indifferent to the file system in use on your
computer.

Mac OS X can not read NTFS filesystems. Do all or some external hard
drives support using RAW no partition to store files on too and would
all my important data be safe in RAW rather than in a filesystem
