Where does the file "~" on the desktop come from?

Please help me. This strange file named "~" shows up on
the desktop with a size of 192KB. What is it and how do
I prevent it from showing up?

it's a bug.You can safely delete it.

This happens when you make a change and/or view the Address Book. You can
either rename it with a .dbx extension or delete it. It came about from
the updates numbered: 331923 and 330994. MS is aware of the issue and are
currently working on the fix.
 
It only shows up when you edit your Address Book (in Outlook Express).
If you don't want it to show up, don't edit your Address Book (or delete the
file after you finish with your Address Book).

Would those two updates show up in add/remove programs? If so, the problem
is not just limited to those two updates. I have the same problem and don't
see either of those updates in add/remove programs.
