Unusual File Showing Up on Desktop

Trying to figure out why an unknown file named "~" shows
up on a fairly regular basis on the desktop. Size is
always 192KB and filetype is always "file". Any idea
what's going on. This one has me stumped. Please help.

it's a bug.MS may fix it very shortly.You may delete it safely.

This happens when you make a change and/or view the Address Book. You can
either rename it with a .dbx extension or delete it. It came about from
the updates numbered: 331923 and 330994. MS is aware of the issue and are
currently working on the fix.
