Where does the ~ file come from?

On both XP Pro and home, this file appears on the desktop. If you delete
it, it comes back. How do you prevent this and where does it come from?

This happens when you make a change and/or view the Address Book. You can
either rename it with a .dbx extension or delete it. It came about from
the updates numbered: 331923 and 330994. MS is aware of the issue and are
currently working on the fix.
