Where does the "~" file come from on the XP desktop

This "~" file seems to come from no-where, anyone know how to prevent this?

Hi Gary!
It's a bug.MS is currently working on it.You can safely
delete this file.

It's a copy of the windows address book (.wab) that Outook Express
spawns, owing to a bug, which MS will fix one of these years. Just
delete it and move on.
