What sets archive bit?

We are using Veritas Networker to backup our file servers and our
incrementals seem to be extremely large, sometimes to the point that it is
almost a full. It does not appear to be because files are being modified,
from permissions changes, or from group policy (Q833281-we use group policy
but not to manage file permissions). Is there anything else that will change
the archive bit?

Some AV does this.

We have Sophos running on all of our servers, but we are only seeing this
behavior on a few of the servers.

Symantec on our servers/ workstations. I believe it alternately sets/ clears
the bit in order to track file scanning progress.
