Backup doesn't clear archive bit

Recently installed NT 2000 SR 3 on a new P4 with a 120 gb
ntfs hdd. Backup to a 4 gb Conner travan tape drive works,
but:

-Stomp (Veritas) Backupmypc does not clear the archive bit
afterward. Yes, I'm sure the software is set correctly.
-I used this software and its Seagate predecessors for
several years on Win 95, Win 98, and even NT 2000 (both SR
1 and SR 4) on another P4 machine with a 40 gb FAT32 hdd --
without experiencing these problems
-NTbackup doesn't clear archive bits either, which is why
I don't think this is just a Veritas problem
-backups for both are successful
-I added to the starup group a batch file that clears the
archive bits of all files on the hdd (using attrib). I
have verified this batch file works.
-I have also manually cleared the archive bits of all
files on the hdd, several times, using a windows file
manager.
-After clearing the archive bits, they stay cleared for a
while. In the course of working, the archive bits get
reset again. I'm talking about some 700 mb of user data
files, not just registry or system state files or the swap
file.
-It seems like the system is "remembering" the archive
status of specific user data files from somethihng that
overrides the normal un-flagging that should occur after a
backup. And that attrib.exe cannot affect.

Any guidance on what's happening here?

- What do you mean with "...that attrib.exe cannot affect"?
- What happens when you start a Command Prompt and
issue these commands on one of your files that attrib.exe
will not touch:
attrib +A -h -s SomeFile.txt
attrib SomeFile.txt (what attributes do you see?)
attrib -A -h -s SomeFile.txt
attrib SomeFile.txt (what attributes do you see?)

Have you looked at the file and directory permissions of the backup
user? Create a specific backup user all powerful down to root and use it
only for the backup, and then protect it with every lock and key you can
find.
I think you will find it a user permission problem. Look to see if
permissions are promulgated down the directory tree.
