Not much. A Picture Folder is just a folder with certain atributes to
show images in thumbnails and a Photo album is a program that does the
same thing. Picture Folders are relatively new. I think it was in ME and
of course, it's in XP. Before that, you needed a Photo Album program.
Also, A photo albium program may have some heplful features that Picture
Folders lack.

It suggests Pictures for use with large numbers, the other for small
numbers in the folder. WIth the sort of numbers of files I seem to find
convenient for photos I have never really detected any difference.
Pictures gains an explicit desktop.ini file for explorer's benefit, so
may get more directly linked into the Picture Viewer than does
PhotoAlbum (which does not get the file)
