What has a bad block?

I was trying to check the contents of a CD I made of my photos but it had
trouble opening. Later I checked the Event Viewer. This is what I found.
What does it mean? Which device has a bad block? My hard drive? The CD?
The CD-ROM? How can I fix it?

"The device, ... CdRom ..., has a bad block." Likely a scratch. A little
spit and polish might fix it up.
