Websites are not always correctly displayed - IE6 SP2

Certain websites don't always fully load. Sometimes a website will load
just the top graphic header, sometimes only a background will show up, and
sometimes most of the page will load with the exception of a few graphics.
Then again, sometimes a page will load correctly.
A perfect example is on cnn.com...I will sometimes get only the top
header with no text, and sometimes I will get most of the page but without a
few of the buttons or images. I can sometimes get the page to load correctly
by hitting refresh a few times. This problem doesn't seem to be specific to
any webpage in particular.
I didn't have this problem before SP2. I had Windows XP Pro SP1
working fine. There was no spyware when I searched my system with AdAware,
SpyBot, and CWShredder. Virus scans didn't detect anything either. Just to
be safe, I formatted my hard drive and did a clean install of Windows XP Pro
and then upgraded to SP2 without going to any websites. I encountered the
same problem. I tried installing Firefox, but I'm getting the same problem.
This problem doesn't seem to affect anything else, as I am able to download
e-mail messages while I'm experiencing the problem. I think I already know
the answer is to uninstall SP2 and go back to SP1, but I'd like to stay with
SP2 if at all possible. Thanks in advance for the help.

Hi,
Are you running other programs that might be causing this? Anything like
Internet Security, ad-blockers, Proxomitron, AdSubtract, etc? Are you using
the XP firewall or another? Many programs need an update to work properly
with XP SP2. You might try disabling anything that *might* be causing this
from MSCONFIG> Startup. Process of elimination should point to the guilty
party.

This is interesting. I do not have these problems on W2k, OpenBSD, Linux and
OSX and i am using mozilla for years (note; firefox is just another UI for
mozilla, the network code is the same).

so i guess this is caused by some software between the server and your
client or it may be caused by a screwed windows installation in general ?

Okay, now things are getting interesting. I've just noticed that sometimes
when I'm experiencing this problem, my router has been sending me security
alerts. Apparently, my attempts to connect to some websites is coming up as
a SYN Flood to Host attack from my computer as shown below. The source IP is
my computer's IP address and not the IP address assigned to me from the cable
company, so I know this is a problem with my computer. The destination is
port 80 of the associated website IP address. I've decreased the sensitivity
of the SYN Flood detection, but I'm still getting these problems. I didn't
have this problem before upgrading to SP2...do you guys think it has
something to do with SP2? I haven't been having problems with my laptop (pre
SP2) so I know it's not a problem with my home network or my cable modem.
