Web Access Problems IE6

OS is Windows XP (SP2), with IE 6 web browser, ISP is Cable modem. Running
Norton Internet Security 2007. Problem below is intermittent.
Problem: Launching IE6 from desktop, recently have noticed that it has
become very slow, trying to get to my Home Page (Google.com), at times page
does not load and get standard "this page cannot be displayed". Closing
browser and opening again, sometimes works. At times, navigating from one
website to another also gives the same error message above. Have noticed
that at times, when launcing browser, my cable modem (Cable light) begins to
flicker, and goes out for 5-10 seconds, before it comes back on, that's when
I get the web page cannot be displayed message. Cable modem light going out
happens, frequently even when trying to navigage between websites, sometimes
it works, and sometimes it does not. Did reset cable modem, 2x but nothing
has changed. When IE 6 browser is loaded on screen, cable modem light stays
constant. Have not installed any new software or hardware in the past 2
months, except for Norton Int Sec 2007, which was an upgrade from Norton Int
Sec 2004 installed in March, problem did not exist at that time.
Any resolutions to this problem would be appreciated.

P.S for got to mention, problem does not exist with my Email, works fine on
Cable modem, running MS Outlook Express and Incredimail XE Premium, both work
fine.
Windows XP (SP2) is Home Edition, ran for last 3 years without problems.

thanks Menudo, Yes after calling my ISP again, and having to demand someone
come out and check cable feed, they did yesterday, and found out that my
cable modem and a splitter on the cable line was bad. They changed the cable
modem, and splitter, and now everything is back up and working fine for now.
