Web Publish feature is disactivated

Could someone tips me why the web publish button/feature is not active at my
Frontpage? Also how to reactivate it?

Cheers mate, I almost scratch my head to bald of this...

Do you know how I can open up a Web site? Do I have to open it from the
Server?
My server does not permit me to open it directly.

Your website should be on your hard drive which you then open and publish to
your server.

I have opened the site from the hard drive. Thats what I have been doing all
along, still no luck. I even tried calling microsoft, they claim the product
is too old and not covered.
