Publish web error

I can not publish from Frontpage 2002 to my domain, "unable to open web, server error". Installed on Win XP home edition

I can Publish a web to a different server that is not the destination server

I can not access the administration panel. http://domain.com/_vti_bin/_vti_adm/fpadmcgi.ex

http://domain.com/_vti_bin/shtml.exe/index.html , "Cannot run the FrontPage Server Extensions on this page
Though my web host insists they are there

http://domain.com/_vti_bin/_vti_aut/author.exe, Credential test lets me sign in

Trace Route Request times out majority of hops

Ping test to domain shows a 25% loss

Deleted my entire web off the server, created a new web and tried publishing that to make sure it was not a folder issue

I choose the correct Publish Destination, user ID and password

I have never used the FTP before either, and have used Frontpage for all file maintenence. I was able to connect with FTP from DOS though

From my Hosting site I have Reset Frontpage, re-activated the publish feature, deleted and re-added the author, an
then reactivated the author for the account

I have not exceeded my space limit

I have tried publishing with no firewall, pop blocker or virus scan active

I also cleared History, temp files and cache

I also had my ISP check my connection with no data loss, and I tested TCP/IP with ipconfig command

All other webs I browse with IE6 are fine and fast with my cable modem, however my domain has noticeable latency

I also have tried re-installing Frontpage 2002 and a System restore to Win XP home edition versions before this problem began

I have searched thru the Microsoft Help, KBase and host publish instructions with no solution

Unless I can get other ideas, I will be forced to cancel my web host account and get a new web design app

The key phrase here is: "I can publish my web to a different server." since
your using XP home that means a remote server since XP Home doesn't have
IIS.

Try this. Close FrontPage, close IE, open a command window ( Start > Run and
type CMD and press enter ) in the window type: ipconfig /flushdns and
then press enter. When it's done close the window.
Reopen IE, Reopen FrontPage and see what happens.

Also, with FrontPage shut down do a file search for files named *.web and
delete all found. Reopen FrontPage and try again.
