W2K problems after installing SP4

[Del]

After installing SP4 to Windows 2000 Professional from
Microsoft Update website,I get the following error
message:
Stop: 0x00000067 (0x00000004, 0x00000007, 0x00000000,
0x00000000) CONFIG_INITIALIZATION_FAILED Check to make
sure any hardware...properly installed...If problems
continue, disable or remove any newly installed hardware.
If need safe mode to restart...

When I try to open control panel in safe mode, I get a
program error
Program error: Explorer.exe has generated errors and will
be closed by Windows. You will need to restart the
program. An error log is being created...

Same type of program error when try to open any program.
Basically, I can't access any program at all.

I "sent" the error report to Microsoft, but can't get into
any program or e-mail on that computer to retrieve any
feedback from Microsoft. (I'm using a different
computerand different e-mail to do this!)

Any ideas? I can't remove SP4 because I can't open any
program to delete it.

My problem now is the same as Del's with Win2K SP4. Do I
have to format my hard drive and reinstall Win2K Prof?
