w2k sp4 - continuously reboots restarts

after service pack 4 [sp4] is installed on w2k machine,
the machine continuously [constantly] reboots [restarts]
right before the login screen.

i chose to archive old files and was able to reboot the
machine in safe mode and uninstall sp4 from the add/remove
programs window solving the reboot problem.

1. what causes this problem
2. how do you fix this problem so that i can successfully
install sp4 on this machine

i have installed sp4 on many other machines without this
problem. virus? configuration issue?
