VPN: Unavailable - device missing

After I attempt to create a new VPN connection on my
Win2000 machine, my newly created "VPN Connection" icon
has a red "X" next to it and the status says "Unavailable -
device missing" . I have full admin rights on this
machine. Does anyone have any clue as to what's going on?
