VPN Connection not allowed

I have been attempting to set up a VPN connection on my Dell computer running Windows XP. When I go to "Create a ne connection" and select "Connect to the network at my workplace, I get the menu to select "Dial-up connection" or "Virtual Private Network connection". Both options are greyed out so that I can not select either. I can not, therefore, set up a VPN connection.

Any idea on how to proceed?
