VPN Setup problem

why are both the dial connection and internet vpn connection choices greyed
out in the network connections wizard on my winxp home edition pc.

I'd like to set up a vpn connection from my home to the office but can get
no farther in the setup wizard because both choices are greyed out.
Are some services needed that may be turned off or what? Any sugestions
welcome.

Check to see if the IPSEC service is disabled.
