Vista windows firewall and defender

Hi, When I restart my computer windows defender get turned off and so does
the firewall I checked the setting and they are right.

I finally had to choose one or the other-cannot use Both! It also caused
problems with my Vonage phone reception & using Windows E-mail at the same
time-no one could Hear Me! And E-mail was stopped or delayed. Until I quit
one or the other. Even Norton (which is what came with the Vista) couldn't
help-simply referred me to a possible update coming soon!
If anyone has another solution-I would appreciate it!
