Today he told me that Windows Vista Home Basic is available in China for $
60.00 whereas in my country the Home Basic is sold for $ 100.00

That's probably about right.

Can someone advise if this version of Vista will be usable only in China
or also elsewhere and will it be in English too or only in Chinese ?

The version will probably be in Chinese which may be a stumbling block. On
top of that I'm sure I've read somewhere that China has it's own activation
servers, perhaps somebody else knows some more details.

Also, with the high rate of piracy in China, MS could very well be
selling it cheaper there. It would be stupid of them not to. You
know, supply and demand, maximising profit, etc..

That's exactly what they're doing. I read an article a week or so ago just
on this very fact (unfortunately can't find the url at the moment).

do you think used car salesmen have such a bad reputation?
