Having nothing else to do for a few minutes, did a Google for winxp
sp2. Press release from MS says sp2 RC1 available for download points
to
http://www.microsoft.com/technet/prodtechnol/winxppro/maintain/sp2predl.mspx
. Just finished download. It's ~ 280mb [that would be some malware
package!]

In these days of spoofed sites - anyone know if this is a spoofed
site?

Personally, I would have thought you would have found:
http://www.microsoft.com/presspass/newsroom/winxp/windowsxpspfs.asp
in your search.

Which would have pointed you, in the end to:
http://download.microsoft.com/download/5/a/f/5aff45ae-ef27-4821-b666-d2b6530cbe4f/xpsp2.exe
For the actual english download of the network install. (Size: 273 MB)

The site that has all the information you would/should need is:
http://www.microsoft.com/technet/prodtechnol/winxppro/sp2preview.mspx

Yes, its a valid Microsoft website, but remember this is a "beta version"
of SP2. You'll have to uninstall it when the final version is released later
this year.

To aid IT professionals in planning and testing for the deployment of
Windows XP SP2, Microsoft is making available this preview, based on Release
Candidate 1 of the SP2. Additionally, we have established 11 newsgroups for
sharing information.

....so perhaps you should try asking one of those newsgroups?
