Yes, if it wasn't it would clearly state such.
Also the pre-release versions have been removed from download.

Thanks. Just checking to be sure.

Another question, after I've downloaded SP2, is there any
point in holding onto the SP1 download (xpsp1a_en_x86.exe)?
In other words, if I ever have to reinstall WinXP from
scratch, will I need to apply the SP1 patches before the
SP2?

Keep SP-1 only if a low quality coaster is needed otherwise there is
no need.
