Censored Syndrome

Is there any way to make Outlook keep any opened Notes on the Desktop
persistently? That is, make them appear opened after Outlook has been
closed and restarted.

No, Ooutlook must be open to function.

However, I use a little freebie from PostIt Notes Lite to do this.
