userinit.exe-No Disk

We keep getting a box that pops up saying:
Userinit.exe - No Disk

There are three options: Continue, Retry and Cancel (as I
recall). None of the options does anything. Can't close
the box either. Only way to stop it is to put a CD in a
disk drive and then cancel out. What may be causing the
problem? Any solutions?

Start > Run > "msconfig" > {OK} > [Startup] tab >
uncheck "userinit.exe"
