Used system restore and system will not boot

I used system restore to try and fix an issue I was having when it tried to
reboot the system it gets as far as the windows xp screen and then reboots
continually. Any ideas on how to get past the corrupted file short of
reinstalling xp??
 
You can return your computer to the way it was before you used System
Restore. Start your computer is Safe Mode and go back to System Restore.
 
I tried that and the system still reboots in the middle of loading safe mode
 
Yes I did and I am unable to boot into windows in any mode. Which at the
moment I attempting to load a new version of windows in a seperate location
to get at my data to wipe the disk and start over
 
I have a upgrade cd with xp on it and when I tried to use it I now get a
missing ntldr message. There is a service partition on the hardrive but it
acts like it wants to nuke everything and startover. At this point I need to
get a copy of all my data so that I can be ready to nuke it and start over
