can't use System Restore

A new winxp media center system I just set up and shipped north for my
folks. They then proceeded to install the DSL modem/software, and with help
from SBC's tech support, trashed the computer! All they now get is a
background image--no icons, no task bar, etc.

I was able to get it back to working by using selective start (msconfig).

But, I tried system restore. Two different dates and three different
restore points. Got the same error each time after reboot/restart.

System Restore
Restoration Incomplete
Your computer cannot be restored to:
Date
Restore Point Name

I see this is an issue in the MS KB article (283096). Their resolutions
were a bit cryptic to me, but using another point did not work, trying the
same one twice did not work, and going back to the original point was
pointless since that's the one that doesn't work at all (only background
image displayed).

How to fix system restore?

another issue to look at:
If you are using Symantec antivirus, it too blocks restoring to previous
points. If you are using symantec, check under options, other, Miscellaneous
and see if "protection on my Symantec product is checked" if it is, uncheck
it, then do your restore. Symantec product protection stops the user from
using restore points.
