used computer with xp home-removing old owners info

I just bought a used computer with xp home. how do i get
rid of original owners info and replace with mine?

The best approach would be to use the Windows XP CD and just do a complete
clean reinstall so that you know exactly what is on the PC.

This is assuming that you were supplied with the original CDs and all
associated paper work.
If you just purchased a PC and it has lost of software installed (including
Windows) you need to be very sure you have actually also bought the licenses
to use that software.
In the case of Windows 2 cases exist. It came preinstall to the PC in which
case you should have the sticker on the case displaying the Product
activation Key, you may have also received a certificate of authenticity
and a CD or recovery CD.
If this was a machine installed with Windows XP by the pervious owner then
they MUST supply you with the original CD and all associated paperwork, and
documentation

Extract from the End User License Agreement that covers the transfer of the
license from the original owner to you.

Transfer to Third Party. The initial user of the
Product may make a one-time transfer of the Product to
another end user. The transfer has to include all
component parts, media, printed materials, this EULA, and
if applicable, the Certificate of Authenticity. The
transfer may not be an indirect transfer, such as a
consignment. Prior to the transfer, the end user receiving
the transferred Product must agree to all the EULA terms.
No Rental. You may not rent, lease, lend or provide
commercial hosting services to third parties with the
Product.
