All of my USB ports do not work. In the device manager, there is no
messages that say there is a problem. Anything I plug into it does not
work. How can I fix the problem?

Thank you;
David

Sometimes just rebooting will cure the problem. have you tried that?

http://usbman.com/WinME USB Guide.htm might help. They have patches
for specific chipsets. Here's an example:

AMD 756 Based Motherboards
*
WinXP Professional does not recognize or properly enable USB on
motherboards based on the AMD 756 Chipset. Installation of the latest
Bus Master Drivers from AMD have helped some users. Unfortunately, most
users needed to install a PCI/USB card as a work around.
