USB Hub not recognized

When I connect an external USB hub to my AMD64 running XP Pro SP2, it
is not recognized as a hub. It is seen as an unkown USB device and the
wizard starts up asking me for a driver. When I attach the same
external USB hub to other machines it is recognized immediately as a
USB hub and starts working. I've also tried another external USB hub
known to work on other systems and get the same unkown USB device
response on the AMD64. When I go into device manager the hub is not
listed in the Universal Serial Bus Host Controllers section, but a new
section called Unkown USB device, with a sub group called unkown device
(because there is no driver for an external USB hub, it's built into
XP) with an exclamation point in front of it.

Why doesn't my system recognize the external hub as an external hub?
Other systems do.
What can I do to get my system to recognize the external hub properly?

I've already tried updating the driver for the enhanced USB Host
Controller.

I'm baffled, please someone help.

Remove the hub in Device Manager and reboot. Maybe Windows will get it right
this time.

I've tried that. The unkown device deletes ok and is not listed in
device manager when I reboot. But, as soon as I plug the USB external
hub in again XP once again creates an unkown USB device in the device
manager and asks for a driver. In searching in Microsoft's knowledge
base I gather that XP keeps a registry entry of USB id's to
re-establish connections. I'm wondering if XP has 'remembered' this
device as an unkown device and simply starts down the same path again.
Do you know if XP would keep this information even the the device was
removed from the device manager list? If so, can the registry entry be
changed to give me a chance to have the external hub properly
recognized?
