USB error message?

Under Universal Serial Bus Controllers, my device manager shows Intel(R)
82801EB USB Universal Host Controller - 24D2, 24D4, 27D7, 24DE and USB2
Enhanced Host Controller -24DD and below this USB Root Hub five.
Properties of each show that the devices is working properly.

In this setup I have two USB ports in the front side of the case. When I
put my web cam in one of the two ports(any) initially it gives me the
message --------- "USB devices not recognized"---one of the usb devices
attached to this computer has malfunctioned and windows does not
recognize it---.
It may be added here that at this moment only one such USB device is
being used and no other USB port is in use.

But when I open my camera I very well get the picture from the camera.
I have the position of the PC case such that I am not in a position to
use the USB ports from the back side and so I resort to the use from the
front only.
The "malfunctioned" is the word that I feel concerned with. Please throw
some light on this.

1.Yes for "are you plugging in the USB cable to the USB port and the
camera before turning on the camera as you should be?"
2. I do not know "Are Legacy and USB 2.0 enabled in the BIOS?" I shall
see next time before I boot the PC. If it would have not been enabled in
the bios would the USB ports work? I do not know because of my very
little knowledge about tghe subject.
3. Yes for "Are the proper USB drivers installed?"

Actually I have found that to be a 50/50 shot. I've seen it work when
both are enabled for some while others had to have only Legacy enabled.
For my BIOS both are enbled yet it has a message that iff all USB devices
aren't 2.0 the 2.0 should not be enabled.
