usb 2.0

I have installed a usb 2.0 card in my computer running windows xp because my
daughter was given an ipod, which requires one. The card works fine with
this. However I also have an external HDD 2.0, but this barely works any
faster with the 2.0 card than with my old USB ports. There are no error
messages, or warnings in device manager. Surely it should work many times
faster?
 
Thanks, but I thought the cables were meant to be the same? I have tried 2
different ones. I'm not sure what the HD enclosure is exactly, but the
casing says usb 2.0. I will get a better cable in case.
 
In Device Manager, under "Universal Serial Bus Controllers" do you have an
"Enhanced PCI to USB Host Controller" listed? If not, Windows has not
installed the USB 2.0, and it is running at 1.1 speeds. It will do this
without flagging the device (warning).
