New USB hub, now have USB 1.1 vs 2.0 problem

My XP Pro (SP3) system has four USB 2.0 ports on the back of the case.
Into one of those ports I had a Targus compact USB 2.0 self-powered 4
port hub, and off of that I had a few devices and a daisy chained
Belkin compact self-powered 4 port USB 2.0 hub with some more devices
connected, and all was fine except for the spaghetti mess of wires.

I wanted to do two things: Move my printer and a currently unused
external hard drive, both USB 2.0, to my Airport Extreme's USB port, in
order to use them as network devices from my laptop even if my desktop
is off. So rather than getting another 4 port hub, I got a Belkin
self-powered 7 port USB 2.0 hub to replace the daisy chain setup, and
moved the Targus hub to the router.

The new Belkin is plugged into the exact same socket that the Targus
was in, and is in fact using the same cable. It's using its own power
cord.

When I plugged in the new hub, Windows told me that it could perform
better if I plugged it into a USB 2.0 port. Most of the time, when I
plug in or turn on a USB 2.0 device connected via this hub, Windows
tells me that it'll perform better if plugged into a USB 2.0 port.

About half the time when it is working, I'll suddenly, and for no
discernable reason, get the "device disconnect" audio notification
followed by a "device connected" audio notification and the "This
device will perform better in a USB 2.0 port" pop-up, and then every
attempt to use something on there will be at 1.1 speeds instead of 2.0
speeds.

I've already gone into Device Manager and deleted the external hubs I
could identify, unplugged everything from the new hub and reconnected
the hub to force Windows to reload the proper drivers, no change to
this behavior.

The only pattern I can see is that it now seems to happen only when a
USB 2.0 device is plugged in AND turned on/visible to something else in
my system (iPhone shows in iTunes, an external drive is visible in
Windows Explorer, etc).

In device Manager, have you made sure that the USB serial bus controllers
have updated Drivers to USB 2.0?

This machine came with the USB 2.0 ports and WinXP Pro SP1 was the
installed OS, fresh, not upgrade. They are USB 2 with USB 2 drivers. I
did say that the previous USB 2 hub had no problem and the problem
started when I changed hubs.
