I have an IOGear usb 2.0 pci card model GIC220u-bio. The device appears to
be installed correctly but I am unable to get 2.0 enabled devices to be
recognized. My Belkin 4 port hub which is powered by an AC adapter is only
recieves a code 10 error in the device manager but works fine in the usb
1.0 port of the motherboard. This is a usb 2.0 hub as far as I know.

In device manager do you have an "Enhanced Host Controller" for the
IOGear card, if not then the USB 2.0 device isn't installed correctly.
I would try uninstalling the device & restart the PC or run the latest
driver install at
http://www.iogear.com/main.php?loc=dm&driver&Item=GIC250U#display

see if that helps

Yeah it says that. I even uninstalled all of the usb devices from the
device manager and reinstalled the 2.0 drivers first to see if that made a
difference. It was no good. I also installed the ALI driver IOGEAR had
for my card. Still just crap.
