USB 2.0 PCI Card incorrectly installed by Windows

I have bought a USB 2.0 PCI Card (Belkin F5U200vuk) to try to get USB ports
that do not have the problem Intel chipset i915P/i915G, which is incompatible
with many USB sound devices. I put the card into my computer (HP Pavilion
870uk). The first time it gave me an error code 10, no free system resources,
so I removed the modem from my computer and put it in that slot (PCI 3 on
ASUSTeK Puffer?). Now in Device Manager I see this:

slot 3]

The devices shown as SSA controllers are both shown as being in PCI slot 3
and were not there before the card was put in slot 3. Both have the same
error on them
- This Device is not configured correctly. (Code 1) None of the USB ports on
the card are functional. The USB ports that came with the computer work fine.
So far I have tried uninstalling all the devices listed above and
reinstalling them. I have tried installing all the latest drivers for the
card and for BIOS. I have seen this problem listed on another usb forum with
5 people complaining of the same problem but no solution. If you have any
ideas please post them and I will try them out.
