USB 2.0 seems to be ignored

It seems that even though I have the "USB Enhanced" listed in the
Device Manager, I am still running at 1.0 speeds.

Here is my configuration:

Windows 2000 Server SP4
SoYo KT600 Dragon Plus v2.0 Motherboard
American Megatrends (released 05/18/2004) BIOS
VIA 82C3189 rev 128 Chipset

I have installed 2.0 drivers and see "USB 2.0 Root Hub" and "VIA USB
Enhanced Host Controller" in my device manager. The motherboard is
supposed to support 2.0. The chipset does not seem to be on the
Windows 2000 unsupported list. I am using the USB ports that hook into
the MBoard (not a PCI card). I have gone into the BIOS and see no
setting that enables/disables USB 2.0 support.

The symptoms:
According to the literature for my scanner, using 2.0, it should be WAY
faster than what I am seeing. I have been working on this for hours.
I have been to the USBMAN website and looked at all their advice,
downloaded USBCommandVerifier and it failed saying:

"A device was not found. Please make sure that you have one plugged in.
If you are testing a full/low speed device, please connect the device
to a USB 2.0 high speed hub and connect the USB 2.0 high speed hub to
the USB 2.0 host controller on this system."

Questions:
1. If I have 5 USB ports on this machine, does it matter which one I
plug the scanner into? In other words, are some using 1.0 and some
2.0?

2. If my motherboard was not able to handle USB 2.0, would I still be
able to install the drivers so that I see "Enhanced" in my Device
Manager (this is a doublecheck for my own peace of mind).

3. Does anyone have any idea how I can figure out which USB controller
is being used? I have tried to watch the bandwidth on the USB
controllers in the Device Manager but the value doesn't change for any
of them.

4. And the biggest question is, what the heck am I doing wrong?

Have/Can borrow a USB thumb drive of some significant size and copy back and
forth things to/from it? That's a decent speed test.

Could be you need to download and install the latest chipset drivers for
your motherboard fromthe motherboard manufacturer's web site.

Whoa... Windows 2000 server with SP4.
Missed that before.
Heck - that could be your issue for all I know - if there are no supported
drivers for that 6 year old OS. =)

Thanks for the reply. I could use any other advice people have. I
mean, theoretically, this OS is supposed to be fine with it but who
knows. I did a lot of searching, saw a lot of people asking my
questions, but few answers.
