URLs in OE will not open IE browser

My son's system (running Windows XP Home SP2) has developed a weird problem.
When he clicks on a URL link in Outlook Express, Internet Explorer no longer
opens. I've verified that IE is set as the default browser. Any ideas as to
what's causing this? I've never seen such behavior before, and I'm at a
loss.
