Upgrading from Windows 98 to Windows XP Home

While upgrading I get message <Windows root>\System32
\hal.dll file missing or corrupted. The file is on the
upgrade CD but upgrade will not continue. The only way
out is to uninstall XP.

hal.dll stands for hardware abstraction layer supports
harware of the supports interacts with it.

re-run the setup of windows xp in dos mode and choose
repair option from the setup menu.
