XP setup

I am upgrading from windows 98 to windows xp, during the
setup and the computer restarts i get an error message:

Windows could not start because the following file is
missing or corrupt: <Windows root>\system32\hal.dll.
Please re-install a copy of the above file.

Where do i find this file to install?
