Windows xp home error message

I'm trying to install Windows XP home edition w/sp2 onto a new hard drive.
Download seemed to go through fine, but when I reboot I get an error message
saying... Windows could not start because the following file is missing or
corrupt: <Windows root>\system32\hal.dll. Please reinstall a copy of
the above file.

Can anyone tell me what I need to do?
